Promotion of the 2025-2027 Action Plan of the Bioeconomy Strategy of Catalonia 2030
Technical assistance for the revitalization of a participatory process aimed at identifying, prioritizing, and defining concrete actions for the 2025–2027 Action Plan of the Bioeconomy Strategy of Catalonia 2030 (EBC 2030), involving the main stakeholders of the public and private bioeconomy ecosystem in Catalonia.

Objective
The objective of the project is to stimulate a participatory process that allows the identification of priority actions for the period 2025–2027 within the framework of the Bioeconomy Strategy of Catalonia 2030.
The process seeks to actively involve the main actors of the public and private sectors—companies, research centers, public administrations, and civil society—in order to agree on priorities, detect opportunities, and orient actions towards a circular, competitive bioeconomy aligned with the challenges of the territory.
The technical assistance has been led by Símbiosy, with the support of Thinquery, integrating previous analyses, strategic information gathering, and participatory methodologies to ensure a rigorous and operational approach.
Methodology
The project was designed with an inclusive and structured approach, guaranteeing the participation of a wide diversity of profiles and sectors linked to the bioeconomy. The process was developed in several phases:
- Context analysis of the current situation of the bioeconomy in Catalonia, including the review of the EBC and its progress report.
- In-depth interviews with key actors in the ecosystem to identify drivers, barriers, and opportunities.
- Quantitative survey, with 102 responses, to gather a broad and representative view of the sector.
- Multi-stakeholder participatory workshop, organized by value chains, to prioritize challenges and define concrete actions.
- Systematization of contributions, transforming the information collected into viable proposals aligned with the strategic objectives.
The focus of the process was especially on the “how” to materialize the actions: unblocking obstacles, identifying intersectoral synergies, and generating proposals ready for implementation.
Results obtained
- Definition of a set of priority actions for the 2025–2027 Action Plan of the EBC 2030.
- Generation of concrete and viable proposals, oriented to immediate implementation.
- Strengthening of strategic knowledge about the future projection of the bioeconomy and the circular economy in Catalonia.
- Direct connection with key actors in the territory, consolidating a network of relevant profiles in the sector.
- Consolidation of experience in stimulating complex participatory processes and strategic bioeconomy projects.
